Bootstrap Basic4

Bootstrap v.4 basic theme for developers to build their new theme very fast and easy. (WordPress 5 or Gutenberg ready.) The concept is to keep it basic, no rich features, no additional functions; all of these for theme developers will be easier to start develop their theme. To follow what was changed, please look for commits of this theme at Github or changelog.md file that come with the theme.
